Description
:
The financial assistance will be given with reference to the scope and content of the individual project and on the recommendations of U.G.C., the State Government and the Union Territory concerned. For an individual project, the quantum of financial assistance would normally not exceed Rs. 5.00 lakhs. The amount of financial assistance could be increased in exceptional cases and on the recommendation of the Expert Committee to be set up by the Ministry of Culture.

How to avail

Eligibility Criteria:
(i) Voluntary organisation, institution, society and trust registered as a society under the Indian Societies Registration Act or as a public trust under the law for the time being in force and shall have been functioning for a period of three years. (ii) The voluntary institution should have the capacity to undertake and promote research projects. It should have facilities, resources and personnel to implement the scheme for which the grant is required. (iii) The work of the voluntary institution should be reported as satisfactory by the respective State Government. (iv )The voluntary organization should have a well-defined constitution. (v) The voluntary organization should not be run for profit by any individual or group of individuals.

The maximum grant admissible to an organisation would be 75% of the total expenditure to be incurred on any item subject to maximum ceiling fixed. The remaining 25% expenditure or more should be met by the State Govt./U.T. Administration failing which the grantee organisation could contribute the amount from their own resources. The grant is released in two instalments : 50 percent in first instalment and remaining 50 percent in final instalment only after submission of required documents etc.

Description:

Financial assistance may be given for all or any of the items as specified in the Scheme upto a maximum of Rs. 5.00 lakhs per year for any single organisation. In case of the organisations of all-India character and running a school for imparting monastic education, the financial assistance may be given beyond the ceiling on the recommendation of the Expert Advisory Committee and approved by the Secretary Culture in consultation with the Financial Adviser, Ministry of Culture.

How to avail

Eligibility Criteria:
i) The voluntary Institution /Organizations and Societies should be registered as Society under the Societies Registration Act (XXI of 1860) or similar Acts; ii) Only those Organizations which are mainly devoted to Buddhist/Tibetan studies and have been functioning at least for the last three years will qualify for a grant; iii) The Organisation should be of regional or all-India character; iv) The grants will be ad-hoc and of non-recurring nature; v) Grants from this scheme will be given only to those organizations which are not in receipt of grants from any other source for similar purposes; vi) Financial assistance may also be given for construction of hostel building; and vii) Organizations which are doing work in the field and having resources for meeting the matching funds will be given preference.

Description:
Under this scheme financial assistance is provided to dramatic groups, theatre groups, music ensembles, children theatre, solo artists and for all genres of performing arts activities. The scheme has following two components :- 1. Salary Grant (for maximum 25 artistes @ Rs6,000/- each per month and only 1 Guru@ Rs 10,000/- per month) 2. Production Grant upto a maximum of Rs.5.00 lakhs per production per year.

(b) Requests for additions to and renovations of the existing buildings will not be covered under the Scheme unless the proposals are specifically for modernizing/upgrading/extending auditoria, studios, music halls, theatres etc.

How to avail

Eligibility Criteria:
The scheme covers all organizations working in the field for the promotion of culture such as dance, drama, theatre, music, fine arts, Indology and literature. Religious institutions, public libraries, museums, schools, universities, institutions fully funded by Central Governments / U.T. Administrations/ Municipalities/ Corporations will not be eligible. (b) Only those organizations which are primarily working in the field of culture for at least 5 years, and have been registered at least for a period of two years under the Registration of Societies Act(XXI of 1860) or similar acts, or as a Trust, and are recommended for assistance by the State Governments, Union Territory Administrations or the Academies duly authorized by the State Governments/U.T.Administration for this purpose, will be considered for grants-in-aid.

How to avail

Eligibility Criteria:
The scheme covers voluntary organisations which are engaged in cultural activities and are doing research in different aspects of Indian Culture as related to its traditions and philosophy, etc. They should be of all India character or of National fame and should have been functioning for at least three yeas and registered under the Societies Registration Act (XXI of 1860). The scheme will not, however, be applicable to such organisations or institutions as are functioning as religious institutions, public libraries, universities or schools. 3. Eligibility (a) Such institutions or organisations as mentioned above should, in order to qualify for a grant, have a properly constituted managing body with its powers, duties and responsibilities clearly defined and laid in the form of a written constitution. (b) Its financial position should be sound. (c) It should have facilities, resources, personnel and experience to initiate the scheme for which a grant is required. (d) It should give a certificate that funds have not been obtained from any other Government agency for the same purpose.

How to avail:
Procedure for submission of Application The applicant should send one copy directly and another through the State Government accompanied by the following documents which should reach the department within a month’s time. If no communication is received from the State Government within one month, it will be presumed that the State Government has no objection to the request being considered

Funding Pattren:
I. Projects will normally be assisted up to a maximum of 90% of the total cost. However, as much contribution of the community/VO will be mobilized by the Project Implementing Agencies as may be possible. Other sources like bank loans, Government subsidies and assistance may also be tapped apart from the sponsoring organization’s contribution and contribution of the beneficiaries. Differential rates of funding may be provided for different activities depending upon their nature. For private activities, the contribution of the beneficiaries/VO may be higher. II. Though a project exclusively for construction of building and/or purchase of machinery and equipment would not be eligible for assistance, assistance for these items could be provided if these are components of the basic programme content. Their ownership may vest in the Community/User Groups. III. Administrative costs of project comprising salaries, maintenance of vehicles, furniture, contingencies and the like should not exceed 10% of the total cost of the project. IV. Purchase of land would not be eligible for CAPART assistance. V. Bankable activities like rising of a corpus fund, buying of animals, raw materials and machinery for production activity etc. will not normally be eligible for CAPART assistance. VI. Financial assistance shall be provided only to such eligible voluntary organisations as fit into the parameters issued by Government from time to time and also such parameters as may be developed by CAPART.

Description:

The thrust of Rural Technology Scheme is to promote innovative rural technologies especially for the disadvantaged sections of the society. CAPART supports projects under the Advancement of Rural Technologies (ARTS) scheme, such technologies which are catering to the disadvantaged and are newly designed and lab tested to be viable, but is neither being promoted /funded by any other agency. Objectives 1. To act as National Nodal Point for coordination of all efforts at development and dissemination of innovative technologies relevant for rural areas; 2. To act as a catalyst for development of technology appropriate for rural areas by identifying and funding need-based projects; 3. To strengthen existing institutions of research and development and set up new institutions for conducting need-based study, survey, adaptive research and development, field trials, demonstration, dissemination and popularization and evaluation of appropriate technologies amongst the end–users in rural areas; 4. To act as a clearing house of information and build up a data bank of technologies for rural areas; 5. To facilitate marketing of proven technologies by disseminating necessary information to manufacturers and users of machinery, tools, equipment and spare parts; 6. To act as a conduit for transfer of appropriate rural technologies to voluntary agencies, government departments, public sector undertakings and members of public; 7. To create a network of NGOs on a regional basis which could understand and then carry forward the thrust of rural technology to the rural areas; 8. To assist NGOs to set up demonstration and training centres for upgrading the skills of village youths, artisans, women and other target groups for their effective participation in development programmes; 9. To conduct or sponsor awareness camps, training programmes, meetings, seminars, workshops, conferences, consultations, to promote interaction between Government agencies, technical institutions and voluntary agencies working in the field of rural development and technology; 10. To document, prepare, print and publish papers, periodicals, bulletins, monographs, books, video films and CD etc. for dissemination of appropriate technologies The basic objectives of ARTS Project Proposals should be; 1. upgrading skill, 2. reducing drudgery, 3. reducing physical labour, 4. increasing efficiency, 5. increasing productivity, 6. improving quality, 7. enhancing income, 8. generating employment, 9. improving environment, 10. recycling of waste materials, 11. utilization of local resources, 12. Improving hygienic conditions, 13. improving quality of life of rural masses using advanced techniques and appropriate technologies for increasing rural prosperity Technologies supported under ARTS 1. The technology proposed should be simple, easy to learn, easy to demonstrate, easy to maintain, cost effective, environment friendly, and culturally and socially acceptable to the target groups. 2. The technology should utilize locally available human resources and to the extent possible, local materials which are currently unused /under-used or wrongly used. 3. The proposal should not be purely research oriented and for creation of infrastructure for the organization. 4. It should be applicable on practical lines for demonstrating the benefits for the target groups 5. The project proposal should invariably have to be judged by the touchstone of 6. Marketability of products. In fact, undertaking of cost benefit analysis of all the project proposals received should be a part and parcel of project appraisal by CAPART. 7. Standardization of the adoptive and adaptive research proposals in respect of various technologies should be undertaken through establishment of linkages with various scientific and technical bodies such as CSIR, DBT, and DST etc. 8. All technologies, which are need, based, innovative, uses local expertise including resources and have a component of dissemination and adaptation should be promoted. Content of Project The project proposal should be upgrading skill, reducing drudgery, reducing physical labour, increasing efficiency, increasing productivity,improving quality, enhancing income, generating employment, improving environment, recycling of waste materials, utilization of local resources, improving hygienic conditions and improving quality of life of rural masses using advanced techniques and appropriate technologies for increasing rural prosperity The following projects shall normally not be entertained: 1. Purely research progamme 2. Projects exclusively for construction of building and/or purchase of vehicles, machinery and equipment 3. Projects intended exclusively to strengthen the infrastructure facilities of the implementing voluntary organizations, and 4. Predominantly personnel oriented projects. Priorities and Preferences Certain areas and sections suffer from the added disadvantages of remoteness,lack of communication facilities and accessibility, absence of public institutions and vibrant and grass-rooted civil society organizations, etc. Such areas suffering from neglect and lack of opportunities can easily be classified as hilly, desert,border, arid and natural calamities affected etc. and the disadvantaged segments can be categorized as SCs, STs, women, disabled, widows, small and marginal farmers, freed bonded and landless labour, orphans, BPL etc. A strong affirmative action aiming at these areas and sections is also constitutionally mandated. To carry forward this mandate, voluntary action is needed to be guided in this direction.Therefore, priority and preference will be accorded to such type of project proposals which contain activities for the development of replicable models for these neglected and backward areas and sections.

The area of operation of the VOs must be rural, meaning thereby a village included within the jurisdiction of a gram panchayat. There may be maximum two relatives/family members in the Governing/Managing/Executive Committee of the organisation. But only one of them could be co-signatory of the bank account operations. 9. VOs should not have been put on the CAPART’s list of organizations to which funding has been cancelled or suspended for acts of omission and commission. 10. Members of the sanctioning committees of CAPART, namely, Executive Committee, National Standing Committee/Regional Committee or their family members and/or relatives should not be the office bearers of the VOs seeking assistance from CAPART. 11. There should not be more than three ongoing projects under implementation by the VO with funding by CAPART on the date of application filed with CAPART.

Funding Pattren:
i) Projects pertaining to the Rehabilitation of the persons with Disabilities will normally be assisted upto a maximum of 90% of the total cost as the CAPART assistance. However, as much contribution of the community/VO will be mobilized by the Project Implementing Agencies as may be possible. Other sources like Bank Loans, Government subsidies and assistance may also be tapped apart from the Organization’s contribution and contribution of the beneficiaries. Differential rates of funding may be provided for different activities depending upon their nature. For private activities, the contribution of the beneficiaries/VOs may be higher depends upon nature of activities. ii) There is a provision to provide the financial assistance for formation of Self Help Groups (SHGs) to enable them to come together and encourage the activities in view of their needs and aspirations. iii) Administrative Cost of project comprising salaries of the staff is permissible to the extent of 10% of the project cost. iv) Financial Assistance shall be provided only to such eligible voluntary organizations as fit into the parameters issued by Government from time to time and also such parameters as may be developed by CAPART.
Description:
CAPART normally assist the project with the following objectives: i) To integrate Rural Development Activities through experimental and innovative efforts which can be replicated. ii) To involve participants in the planning, implementation and maintenance of activities envisaged. iii) To raise income levels and expend employment opportunities of the weaker section of the society (persons with disabilities) particularly of those living below the poverty line. iv) Generation of awareness through formation of sangams (SHGs) and taking up of economic support activities to enable the disabled to become self supporting and equal partners in the developmental process of the community. Emphasis is on community based rehabilitation programmes through VOs with the focus on development (Self/Wage Employment) rather than welfare. v) Providing support for the formation of village level organization and self help groups of the person with disabilities. vi) Organizing awareness generation campaigns at the village level, in order to build and understanding of disabilities issues, enhanced sensitivity to the needs, potential and problems of persons with disabilities. The outcomes of such campaigns should be visible and miserable in terms of enhanced participation of the person with disabilities in development programmes. vii) Organizing campaigns for prevention of disabilities at the village level and mobilizing communities to access existing services for immunization, early deduction and prevention of disabilities. viii) Organizing campaigns to disseminate the “persons with disability (equal opportunities, protection of rights and full participation)” , Act 1995. ix) Facilitating the formation of village level Self Help Groups of person with disabilities in order to develop peer support for integration. x) Identifying and meeting specific needs for community based rehabilitation services for persons with disabilities in rural areas, or providing support for the development of services. A basic minimum level and quality of services must be ensured. xi) Building the capacities of families and communities to improve the quality of home based and community based interventions for persons with disabilities. xii) Identifying and meeting specific needs for skill development, vocational training and employment opportunities for person with disabilities in rural areas. xiii) Providing support for persons with disabilities to participate in formal, informal and special education and training arrangements existing under TRYSEM and help them to use skills gainfully. xiv) Supporting the Self Employment of poor rural persons with disabilities through securing subsidies and grants including those for group schemes. xv) Promoting and facilitating employment of person with disabilities in the organize and public sector. 2. Design and production of information materials in appropriate formats, including audio, video and Braille, and pioneering of innovative approaches to training of persons with disabilities. b) Building up of local-level teams of resource workers to be attached to anganwadis, balwadis and preschools, ICDS centers and Health Centres.

The Gram Shree Melas at places apart from state capitals with provision of 40-50 stalls for a ten days duration each will be funded to the extent of Rs. 4.50 Lakhs inclusive of ground rent. The ground organising the mela should preferably be owned by Village Panchayat/ Town area committee/ State. The Melas at State capitals with 90-100 Stalls and 10 Days duration will be funded to the extent of Rs. 10.00 Lakhs inclusive of ground rent. The releases of funds are made in three installments viz. 50% after reciept of terms and conditions of sanction duly accepted by the NGO, 25% on completion of erection of stalls / other arrangements and 25% on submission of Mela report as per format alongwith audited statement of accounts, utilisation certificate by the VO and evaluation reports of the Monitor

Funding Pattren:
1. OB scheme is meant for awareness generation in the broadest scheme. It is about people’s struggles against injustice and exploitation and should result in increased confidence of people to fight corruption and misuse of authority. The scheme is flexible and broad based and can cover any aspect relating to organized groups particularly socially disadvantaged groups viz. women, SC/ST, bonded laborers and persons with disability for a cause/issue which is sufficiently just and serious and where the beneficiaries are from the poorest of the poor who have no funds or organization to sustain their struggle. 2. The scheme will not entertain purchase of vehicle, construction of building, training centers, and salaries of regular staff of the organization. 3. The duration of the project should not ordinarily extend beyond three years. 4. Financial assistance shall be provided to such eligible Voluntary Organizations which fit into the guidelines of CAPART, also the parameters decided by the Government from time to time and also such parameters as may be developed by CAPART. 5. The financial assistance under the scheme is restricted on the basis of the activities proposed, village/blocks/districts covered, number of beneficiaries covered etc.
Description:
1. Objectives: i. To provide support to community/groups consisting of the poor people who wish to organized themselves, either on their own or due to the efforts of a Voluntary Organization for a cause which is sufficiently just or serious and can help to sustain their campaign/struggle for betterment of their economic status and social power. ii. To increase the awareness of the people and to empower them so as to get what is rightfully theirs in terms of a particular scheme, rights and legal entitlements. iii. To increase their bargaining power by supporting active networking with similar campaigners in the region/Country. iv. To protect and support the interest of SC/ST, women, landless labourers, physically handicapped persons and other disadvantaged sections of the society. v. To fight legal battles to secure justice for a large number of poor and exploited people including legal counseling and assistance for the poor litigants. 2. Action Plan: Every project proposal should contain a clear description of the activities proposed. While formulating the action plan, listing of major activities having a direct nexus to the objectives and projected benefits need to be kept in view. The expenditure schedule for each activity, duration and sequence of events should be spelt out clearly.

The following projects shall normally not be entertained: i) Purely research progamme ii) Projects exclusively for construction of building and/or purchase of vehicles, machinery and equipment. iii)Projects intended exclusively to strengthen the infrastructure facilities of the implementing voluntary organizations, and iv)Predominantly personnel oriented projects. 7. Priorities and Preferences Certain areas and sections suffer from the added disadvantages of remoteness, lack of communication facilities and accessibility, absence of public institutions and vibrant and grass-rooted civil society organizations, etc. Such areas suffering from neglect and lack of opportunities can easily be classified as hilly, desert, border, arid and natural calamities affected etc. and the disadvantaged segments can be categorized as SCs, STs, women, disabled, widows, small and marginal farmers, freed bonded & landless labour, orphans, BPL etc. A strong affirmative action aiming at these areas and sections is also constitutionally mandated. To carry forward this mandate, voluntary action is needed to be guided in this direction. Therefore, priority and preference will be accorded to such type of project proposals which contain activities for the development of replicable models for these neglected and backward areas and sections. 8. Empowerment of women, SCs, STs and other Disadvantaged Groups. It is well known that generally the disadvantaged groups like SCs, STs, women etc. tend to get by passed in the developmental process. Mostly, the benefits do not percolate down to them. It is not only because of bias against them but also their lack of capacity to access the programmes. It is, therefore, necessary that at least 50% of the beneficiaries should be from SC/ST, BPL families and family assets created with CAPART funds should have co-ownership of women. For achieving this, pro-active approach needs to be followed by the Council and the VOs. This calls for a twin approach of identifying and partnering with the known and credible pro-weaker section VOs and then having projects executed with specific focus on the needs of SCs/STs and women by specially targetting these segments.

VOs should have been registered under the Societies Registration Act, 1860 or a State amendment thereof or the Indian Trust Act, 1882 or the Religious and Charitable Institutions Registration Act, 1920. ii) VOs should have completed 3 years from the date of registration on the date of application filed with CAPART. iii) VOs should have a bank or post office account for atleast three years preceding the date of filing of application to CAPART for funding. iv) Rural Development should be one of the objectives in the Memorandum of Association of the VOs. v) VOs should be working with beneficiaries in rural areas even if the VO’s headquarters is located in an urban area. vi) The area of operation of the VOs must be rural, meaning thereby a village included within the jurisdiction of a gram panchayat. Areas included within the limits of Municipal Corporations, Municipalities, Notified Area Committees and Town Panchayats will not be considered as rural areas. viii) VOs should comply with the requirement of Income-Tax Department (PAN, 12A) or should have at least applied for the same. vii) The organization should be broad based and representative in character. The members of the Executive Body/Managing Committee of the organisation should not be related to each other or belong to the same family. There may be maximum two relatives/family members in the Governing/Managing/Executive Committee of the organisation. But only one of them could be co-signatory of the bank account operations. ix) VOs should not have been put on the CAPART’s list of organizations to which funding has been cancelled or suspended for acts of omission and commission. x) Members of the sanctioning committees of CAPART, namely, Executive Committee, National Standing Committee/Regional Committee or their family members and/or relatives should not be the office bearers of the VOs seeking assistance from CAPART. xi) There should not be more than three ongoing projects under implementation by the VO with funding by CAPART on the date of application filed with CAPART.

Description:
The applications received directly in Central Govt., Department of School Education & Literacy are initially scrutinized for their eligibility under the scheme and in case that the application is not covered under I &E Scheme at Government of India level, the matter is referred to the Project Director of the Sarva Shiksha Programme of the State concerned and the applicant is informed of the same. In case the application is to be processed further at Government of India level in view of innovative aspects in the proposal, a Field Inspection Team consisting of two non-official members is constituted to conduct a field visit and give its recommendation, simultaneously the NCERT conducts a desk appraisal of the innovative aspects of the proposal and the State Government is also requested to give their comments. On receipt of all three reports, the proposal is placed before the GIAC of Department of School Education & Literacy for consideration and approval. Further action is taken on the basis of the decision of GIAC. Projects are for two years only.

Eligibility Criteria:
A) Government Agencies, education institutions, panchayati raj institutions, registered societies, public trusts and non-profit making companies would be eligible for assistance under this scheme. Ordinarily, agencies which are not legal entitles would not be eligible; B) As far as the voluntary agencies, public trusts and non-profit making companies are concerned, in order to be eligible for financial assistance under this scheme. They should:- 1) have a proper constitution or articles of association; 2) have a properly constituted managing body with it powers and duties clearly defined in the constitution; 3) be in a position to secure the involvement on voluntary basis, of knowledgeable persons for furtherance of their programmes; 4) not be run for profit of any individual or a body of individuals; 5) not discriminate against any persons or group of persons on the ground of sex, religion, caste or creed; 6) not directly function for the furtherance of the interests of any political party; 7) not in any manner incite communal disharmony; 8) not proselytize; and 9) eschew violence. C) In exceptional cases, a registered society of a public trust fulfilling requirements spelt out in (B) above may be given assistance for mobilization, involvement and provision of financial support to other voluntary agencies, social activist groups and individuals; D) Only those eligible agencies which have been in existence for 3 years would be considered for assistance under this scheme. This requirement may be waived in respect of agencies with specially qualified workers or which can otherwise justify a special consideration.

Lakhs) Programmes 45 31.5 Emoluments 45 31.5 Office Expenses 10 07.0 TOTAL 100 70 The SRCs will have the flexibility in the number of staff appointed subject to the condition that they will be eligible for enhanced financial support only on adoption of the ratio of 70:30 in the appointment of academic and support staff. Depending on the need and availability of funds, one time infrastructure grant of Rs 50 Lakhs may also be provided only to the new State Resource Centers. Though during the FY 2008-09, the SRCs will continue to receive reimbursement of expenditure incurred on Population Development Education activities, from 2009-10 erstwhile PDE activities and staff of a State Resource Center will be subsumed in its general activities and staffing and no separate funds will be provided for this activity/staff. Pattern of Financial Assistance (JSS) For the Financial Year 2008-09, assistance will be provided at the pre-revised scales. With effect from 1-04-09, till the validity of this scheme, all the JSSs will be provided enhanced* assistance, at the revised rates, as follows: BUDGET HEAD CATEGORY ‘A’ Rs. Lakhs CATEGORY ‘ B’ (Rs. Description:
INTRODUCTION The Programme of Action (POA) to operationalise National Policy on Education, 1986, inter-alia, envisaged development of a genuine partnership between the Government and non- Government Organizations (NGOs) and stipulated that government would take positive steps to promote their wider involvement in eradication of illiteracy by providing due support to them. To promote Adult Education, particularly in 15-35 age group, through voluntary sector, the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, has been providing support to Voluntary Agencies (VA) through two separate schemes, namely (i) Assistance to Voluntary Agencies in the field of Adult Education and (ii) Jan Shikshan Sansthans. The former is conceptualised as an overarching programme to encourage innovation and creativity in literacy and continuing education. It includes establishment of State Resource Centers for technical and academic support to adult education. Jan Shikshan Sansthans, on the other hand, provide vocational education skill development training to those having no or rudimentary level of education. The Government have now decided to merge both the schemes and rename the modified scheme as “Scheme of Support to Voluntary Agencies for Adult Education and Skill Development” and continue to support the Voluntary Agencies on project to project basis. Thus the new scheme subsumes the erstwhile NGO based schemes of the National Literacy Mission. Besides revised parameters, enhanced financial assistance has been provided under some of the components of the revised scheme. The scheme will be administered through a new set of guidelines and terms & conditions, as specified by the Government from time to time.

ELIGIBILITY All the three programme of the Scheme are open to only such Public charitableTrusts, not –for- profit companies registered undersection 25 c of Companies Act and registered Societies as would meet the eligibility criteria fixed by the Government of India.
How to avail:
SCHEME OBJECTIVES The main objective of the scheme is to secure extensive, as well as, intensive involvement of voluntary sector in the endeavours of the Government to promote functional literacy, skill development and continuing education, particularly in 15-35 age group, under the over all umbrella of National Literacy Mission (NLM). The Scheme will, thus, strive to achieve, through voluntary effort, the overall objectives of NLM, which include: i. Achieving self-reliance in literacy and numeracy ii. Becoming aware of the causes of their deprivation and moving towards amelioration of their condition through organization and participation in the process of development iii. Acquiring skills to improve the economic status and general well being iv. Imbibing the values of national integration, conservation of the environment women’s equality, observance of small family norms, etc. 3. COMPONENTS The Scheme encompasses of 3 components, namely, State Resource Centers, Jan Shikshan Sansthan and Assistance to Voluntary Agencies. 3.1 State Resource Centers i. Introduction The State Resource Center(s) (SRCs) are mandated to provide academic and technical resource support to adult and continuing education through development and production of material and training modules. In addition SRC would be required to conduct motivational and environmental building, action research and evaluation and monitoring. ii. Scope of Work The Scope of Work of the State Resource Center(s) broadly includes the following: • Preparation of teaching learning and training material for Adult Education programme • Training literacy Functionaries • Action Research • Evaluation and monitoring of literacy projects • Undertaking innovative projects to identify future needs Adult Education programme • Any other function incidental to accomplishment of the overall objectives of the NLM or specifically assigned by the Ministry of Human Resource Development, Government of India. iii. Categorisation of State Resource Centers The State Resource Centers, based on the workload and size of their programme in the area of their jurisdiction, are categorized into two categories, namely, Category ‘A’ and Category ‘B’. Different quantum of assistance has been provided for each category. iv. Upgradation of State Resource Centers The scheme provides for the up gradation of a SRC from category ‘B’ to category ‘A’ based on their performance against the criteria of (a) years of experience (b) academic performance in the area of material development, training research and evaluation, (c) special achievements (d) assessment of the external evaluation agency. Weightage will be given for the above criteria and based on the scores obtained, a SRC may be upgraded. 7 SRCs will be upgraded during the 11th Five Year Plan period and the process of upgradation will be initiated from the FY 2009-10. During 2009-10 and 2010-11, 2 SRCs in each year will be upgraded. For the following year, 3 SRCs will be upgraded. v. New State Resource Centers Under the programme 14 new State Resource Centers in Category ‘B’ will be set up. While setting up the new State Resource Centers, priority will be given to States that do not have any SRC but where literacy levels, as per 2001 census, is below the national average. States with more than 20 districts would be facilitated to set up one additional State Resource Center, while States with more than 30 districts would be eligible for a total of 3 State resource Centers. In exceptional circumstances proposals from other States may also be considered. The process of establishment of the newly sanctioned State Resource Centers will commence from the financial year 2009-10. 4 new SRCs will be set up during 2009-10 and 5 each during 2010-11 and 2011-12.

The eligible institutions will be given 100% financial assistance towards the programme costs as well as administration costs. In respect of projects for eradication of illiteracy pattern of funding will be at the rates adopted for the scheme of literacy campaigns and scheme of continuing education. For other projects Grants-in-Aid Committee/ EC SLMA will determine the financial pattern keeping in view such guidelines, s may be evolved for this purpose from time to time.
Description:
a) Taking responsibilities in will defined areas for eradication of illiteracy and running of post literacy and continuing education programme; b) Organisation of functional literacy component in developmental programmes such as health care, women’s development, environmental conservation, SC/ ST development, poverty alleviation programmes etc; c) Organisation of programmes of vocational and technical education for imparting such skills as may be relevant to the needs and interests of neo-literates ensuring women’s participation in such programmes; d) Undertake resource development activities, including curriculum development, production of teaching and learning materials, training of adult education functionaries, audiovisual and other instructional / training aids including establishment of resource centers; e) Innovation, experimentation, learner evaluation and action research, including application of science and technology and pedagogic inputs for improvement of functional literacy and adult education programme; f) Programme evaluation, including support to institutions of social science & research and of higher education for external evaluation; g) Help in creation of environment through support to the mass media, folk and traditional media, organization of jathas etc. h) Training of youth and other animators to facilitate implementation of NLM; i) Taking up varied and comprehensive programme for women’s development and eradication of female illiteracy; j) Organisation of symposia, seminars and conferences and publication of books, periodicals, newspapers, wall papers etc for furtherance of objectives of NLM; k) Any other activity as may be appropriate for achievement of the objectives.

Eligibility Criteria:
Registered voluntary societies, public trust and non-profit making companies would be eligible for assistance under the scheme. Ordinarily agencies, which are not legal entities, would not be eligible. However, agencies, which are not legal entities, may be considered for assistance provided the Collector/deputy Commissioner certifies regarding the practical difficulties owing to which they could not be registered and regarding the bona-fides of such organizations. a) Have a proper constitution, Memorandum of Articles of Association b) have a properly constituted Managing/Governing Body with its powers and duties clearly defined in its Constitution. c) be in a position to secure the involvement on a voluntary basis of knowledgeable persons for furtherance of its programme. d) not be run for the benefit of an individual or body of individuals. e) not discriminate against any person or group of persons on grounds of sex, religion caste or creed. f) be secular and democratic in character and should do nothing which may incite communal disharmony. g) not directly function for the furtherance of interest of any political party. h) non-proselytic. i) eschew violence and j) not have been set up by State Government/UT Administration including State Social welfare Advisory Board, Municipalities, Panchayat Raj Institutions, Government Corporations/ Committees.
How to avail:
NGOs are required to submit project proposals in accordance with the guidelines of the scheme. The following procedures are adopted for sanctioning of different types of projects to NGOs : i) Proposals of NGOs seeking grants under the scheme are considered and approved by a Grant-in-Aid Committee (GIAC) chaired by Joint Secretary (AE) & DG, NLM. All proposals received from NGOs are first referred to concerned State Governments for seeking their comments on the credential and capability of the NGO to run the proposed project, before the proposal are placed before the GIAC.. ii) Proposals for establishment of SRCs are considered and approved by the Project Approval Committee (PAC) chaired by Secretary (SE&L). All proposals received from NGOs are first sent to the State Govt. in which the State Resource Centres proposed to be established for their comments. A pre-appraisal is also undertaken to examine the feasibility and justification of the project. The proposals recommended by the State Governments and found feasible are then placed before the PAC of NLMA for consideration and approval of the project. iii) Proposals of NGOs for establishment of Jan Shikshan Sansthans are scrutinized/short listed by a Screening Committee iv) Short listed proposals are sent to the Director, SRC for undertaking feasibility study, based on which the proposals are considered for sanction.

The objectives of the Scheme are to provide qualitative coaching for Group A and B examinations conducted by the Union Public Service Commission (UPSC), the (SSC) and the various Railway Recruitment Boards (RRB) Group A and B examinations conducted by the State Public Service Commissions Officers Grade examinations conducted by Banks, Insurance Companies and Public Sector Undertakings (PSUs) and Finishing courses-job-oriented courses for employment in the private sector like IT, Bio-technology etc in need of soft skill as well The Scheme will be implemented through the reputed institutions-centers run by the State Governments,UT Administrations, Universities (both Central and State including the Deemed Universities in the private sector) and the private sector organizations, preferably of relevant industry Body or institutes identified by the Ministry Fee per student will be decided by the committee based on prevailing market rate Stipend will be payable at the rate of Rs 1500 per student per month for outstation and Rs750 per student per month for local students by them

How to avail:
With a view to give wider publicity, the coaching institute will issue advertisement in the local newspapers and invite applications from the eligible SC and OBC candidates as per provisions of the scheme. Thereafter, the on of candidates will be made by the coaching institutes involving an officer (not below the rank of District Social Welfare Officer) to be nominated by the District Magistrate - Deputy Commissioner concerned.The students should be based on merit. The students must have secured percentage of marks in the qualifying examinations as prescribed for the course/examination for which free coaching is being imparted under the scheme;

1. The beneficiaries shold belong to Scheduled Castes 2. In order to be eligible for assistance under this scheme, an organization should have the following characteristics- (a) Registered under the societies registration act, 1860(XXI of 1860) or any relevant Act of the State or UT (b) A public trust registered under the law for the time being in force (c) A charitable company licensed under section 25 of the companies act 1958 (d) Indian Red cross Society or its branches (e) Any other public body or institution having a legal status of its own (f) The voluntary organisation should have been registered for atleast 2 years at the time of applying for grants under the scheme. This can however, be wavied by the secretary, Ministry of Social Justice and Empowerment, for reasons to be recorded in writing, in exceptional cases. (g) Number of Scheduled caste beneficiaries is not less than 60 percent. (h) Any other organisation is may be approved by the secretary, Ministry of Social Justice and Empowerment. (i) It is not run for profit to any individual or a body of individuals.
How to avail:
The State Government will forward proposals of reputed NGOs duly recommended by the State Level Multi-Discilinary Grant-in-Aid Committee to the Ministry.The Ministry will examine the proposals on merit and sanction funds to the NGOs, subject to fulfillment of schematic conditions and notional allocation of funds.

(a) The quantum of ASI shall depend on the proposal and the category of items proposed and its actual cost and shall not exceed Rs 10 lakh in any single case (b) The ASI would be 100 percent for project in the Sheduled Areas or Tribal Areas and 90 percent for organizations working in the areas other than scheduled areas (c) Any future cost required for the asset or facility developed from the ASI such as maintenance cost etc has to be borne by the organization

Eligibility Criteria:
(i) The NGO project should have been funded by the MoTA and run for at least five yrs successfully (ii) Thw organisation applying for ASI should have its own land and building and infrastucture (iii) The Project should be remotely located and lacking public services. (iv) In case of building requirement for hotsel, the number of inmates should have increased by 25 percent (v) In case of building requirement of eduactional instituitions the numebr of students in each calss should have gone beyond 4o and in total the number of studenst should have gone 200 (vI) In case of building and equipment requirement for 10 to 20 bedded hosptitals, there should not be any other govt run hospital within 10 km distance (vii) For any improvement, no grant should have been availed by an organisation for a particular project only nce in five years. Application may, however, be made for other projects run by that NGO (ix) During the qualifying period of five years preceding the consideration of ASI, there should not have been any adverse comment or report against the organisation by any central or state govt (x) The special incentive will be given only for the improvement of infrastucture in the project run by this this Ministry under the schemes mentioned in the scheme and these special incentives shall not be utilized for any other purpose.

To apply for ASI, the NGO fulfilling the eligibility criteria, may apply in the prescribed application form and send the same to the Secretary, Ministry of Tribal Affairs before 30th June of thr Fianancial year.

Description:
The scheduled tribes cadidates including PTGs candidatsc coming from deprived families and disadvantaged environment find it difficult to compete with those coming from a socially and economically advantageous background. To promote a more level playing field, and give ST candidates a better chance to succeed in competitive examinations, the Ministry of Tribal Affairs supports a scheme for coaching for disadvantaged ST candidates in quality coaching institution to enable them to appear in competitive examinations and succeed in obtaining an appropriate job in the public & private sector and also to appear in Entrance Examinations for Medical, Engineering, MBA and other professional courses.

i) The Pre-Examinations Coaching Centeres (PECs) run by State Governments, Union Territories, universities and registered private institutions shall be covered under the scheme, for coaching of ST candidates.

(a) The organisation shall submit the application in the prescribed formatas per the procedure and guidelines prescribed under the schme by this Ministry (b) The application shall be submitted by the instituition directly to the Ministry of Tribal Affairs as soon as the advertisement is publised by the Ministry in the national dailies. Description:
The prime objective of the scheme is to enhance the reach of welfare scheme of Government and fill the gaps in service deficient tribal areas, in the sectors such as educations, health, drinking water, agro-horticultural productivity social security etc. through the efforts of voluntary organizations, and to provide an environment for socio-economic upliftment and overall development of the Scheduled Tribes (STs) including PTGs. Eligibility Criteria:
(a) The organization shall submit the application in the prescribed format as per the procedure and guidelines prescribed by the this Ministry for the project (s) mentioned under relevant para of the guidelines. (b The application shall be submitted by the organization to the Tribal Welfare Department (or the department responsible for tribal matters in the State/UT) preferably in the months of December-January for the forthcoming financial year (e.g. the proposals for the financial year 2009-10 must be submitted by the organization in December, 2008 or January 2009).
How to avail:
State Government (State Tribal Welfare Department or the Department dealing with tribal matters) after verfying the genuineness of the organization and/or the project at the field level, shall place all the proposals before the multidisciplinary "State Committee for Supporting Voluntary Efforts (SCSVE" and forward the recommendations of the State Committee in order of priority to the Ministry of Tribal Affairs by 30th April.

1. The scheme will be implemented in 54 identified districts where the ST population is 25% or more, and ST female literacy rate below 35% or its fractions, as per 2001 census. 2. Any other tribal block in a district, other than aforesaid 54 identified districts, which has scheduled tribe population 25% or above, and tribal female literacy rate below 35% or its fractions, as per 2001 census, shall also be covered. Blocks intimated by West Bengal and Karnataka so far. Such Blocks fulfilling the criteria in other States may also be considered as and when reported. 3. In addition, the scheme will also cover areas below a Block level (e.g. Gram Panchayats) inhabited by the notified Primitive Tribal Groups (PTGs). 4. Non-Governmental Organisations meeting the following requirements are eligible for assistance under this programme: [a] It is a registered body under an appropriate Act for at least two years so that it gets a corporate status and a legal personality and a group liability is for its activities. [b] It has an appropriate administrative structure and a duly constituted managing/executive committee. [c] The aims and objects of the organisation’s Memorandum of Association should include the basic objective of this scheme, viz., the welfare of child; and [d] The organization is initiated and governed by its own members on democratic principles, without any external control. [e] The organization shall not run for profit to any individual or a body of individuals and shall take an undertaking to submit periodically and punctually reports and returns as prescribed from time to time by the Government [Ministry of Women and Child Development].

Description:
Although Indian family as a social institution is well known for the emotional and physical support that it provides to its extended members, many a time it fails to respond to the needs of women, specially for women in difficult circumstance like widows, destitute and deserted women, women ex-prisoners, victims of sexual abuse and crimes, including those trafficked and rescued from brothels, migrant or refugee women who have been rendered homeless due to natural calamities like flood, cyclone, earthquake, mentally challenged women, women victims of terrorist violence etc. Often the support of immediate or extended family are not available due to reasons ranging from economic instability of the family to provide such support to the breakdown of joint family system to the social bias against the marginalized women as also the attitude and value attached to such women. Sometimes society itself drives such women out of the system to lead lives of sub human existence. More often vulnerable women in distress end up as beggars or prostitutes for their own survival and at times for survivals and maintenance of their dependent children. Objectives of the scheme: i)To provide primary need of shelter, food, clothing and care to the marginalized women/girls living in difficult circumstances who are without any social and economic support ii)To provide emotional support and counseling to such women iii)To rehabilitate them socially and economically through education, awareness, skill up gradation and personality development through behavioral training etc. iv) To arrange for specific clinical, legal and other support for women/girls in need of those intervention by linking and networking with other organizations in both Govt. & Non- Govt. sector on case to case basis v)To provide for help line or other facilities to such women in distress and vi)To provide such other services as will be required for the support and rehabilitation to such women in distress

The total recurring cost per annum for a CCC is Rs. 17.50 Lakhs only. In addition, a one time non recurring grant of Rs. 4.00 Lakhs is also provided to the Community Care Center.
Description:
Each Community Care Center(CCC) is funded under Global Fund for HIV/AIDS, Tuberculosis and Malaria (GFATM Round VI) through disbursement of funds to the respective NGO by the Center or through the Implementing Agency. The performance of a CCC is assessed on a regular basis for renewal of their contracts.

Eligibility Criteria:
The agency which proposes to set up and manage a Community Care Center should be a non profit organization and legally registered under: a. The Societies Registration Act of 1860 or an equivalent Act of a State b. The Charitable and Religious Act of 1920 c. Indian Trusts Act 2. It should have clearly defined organizational structure 3. Infrastructure required for providing services such as outpatient consultation and treatment, infrastructure for admitting and managing patients, provision of counseling and for transportation 4. Minimum of three years experience in provision of medical and health care 5. Should have established administrative and management systems 6. Clear financial tract record with an established financial management system ( 3 years audit reports and audited accounts) 7. Experience in the provision of health care in the field of HIV/AIDS

Applications are invited by respective State AIDS Control Societies, through newspaper advertisements, generally once in a year. NACO has developed standardized costing for each HRG typology (MSM, FSW,IDU, Migrants and Truckers) which includes fixed and variable costs.The implementing organisations are given funds in two installments as advance, to implement the programme. The second installment is released after submission of Statement-Of-Expenditure(SOE) to the respective State AIDS Control Society.
Description:
TIs Approach Given the HRGs special vulnerabilities, prevention strategies include five elements — behaviour change, treatment for sexually transmitted infections (STI), monitoring access to and utilisation of condoms, ownership building and creating an enabling environment. In fact impetus to enabling environment under NACP-III drives the prevention strategy. It encourages peer led interventions by community based organisations or NGOs both in the rural and urban areas and focuses on clients of sex workers, partners of MSM and IDUs. All TIs are rights based, they empower the communities. NGOs/CBOs engaged in TIs are networked and linked to general healthcare facilities to ensure that HRGs access them without stigma or discrimination; they are also linked to Community Care Centres, Counselling and Testing Centres and ART centres. The prevention strategies are thus linked to care and treatment, and empower the community against stigma and discrimination. TIs for FSW Targeted interventions among female sex workers bring awareness about health implications of unsafe sex and HIV/AIDS issues. The TIs reduce sex workers vulnerability to STIs and HIV/AIDS through promotion of: • STI services • Condom use • Behaviour Change Communication (BCC) through peer and outreach • Building enabling environment • Ownership building in the community • Linking prevention to HIV related care and support services Specific TIs for IDUs Apart from targeted interventions for general population, the following specific interventions are provided to IDUs to reduce their vulnerability. • Detoxification, de-addiction and rehabilitation • Needle exchange • Substitution therapy • Abscess management and other health services Specific TIs for MSM • Use of lubricants and appropriate condoms • Behaviour Change Communication (BCC) through peer and outreach • Building enabling environment • Linking prevention to HIV related care and support services

The State AIDS Control Society (of the respective state) advertises in leading dailies for empanelling NGOs/CBOs who can implement TIs. The applications are then shortlisted by the SACS and then physically verified by visits by the Joint Appraisal Team (JAT). This is followed by other procedures such as proposal development & needs assessment, after which the aptly qualified organisation is contracted by the respective SACS.
